Scope

The working dataset contains 172 whisky-manufacturing licence or related location records across 41 prefectures. It is a research population, not a definitive count of operating Japanese whisky distilleries.

The public tables contain 171 records:

No record remains on editorial hold. Four former holds are included with explicit naming, address or link disclosures. One trial-licence record is excluded from the public atlas and remains in the internal audit trail.

Source hierarchy

Evidence is evaluated in this order:

1. National Tax Agency licence records and other government documents.
2. The operator’s official website, official corporate disclosure or official press release.
3. Municipal, prefectural or public-agency records that identify the location and activity.
4. Official industry-association records.
5. Secondary reports used only to locate a primary source or flag a question.

An aggregator, map, social post or retailer page does not by itself upgrade a record to operating confirmed.

Address-level confirmation rule

“Operating confirmed” requires evidence that supports whisky distillation at the exact recorded site. The following are not treated as equivalent evidence:

• possession of a manufacturing licence;
• a whisky product sold by the operator;
• bottling, blending, maturation or storage without evidence of distillation;
• beer, sake, shochu, awamori, gin or another alcohol operation at the address;
• whisky distillation at a different site owned by the same company;
• a planned opening without evidence that operation began.

This rule prevents a company-level fact from being copied to every address associated with that company.

Status assignment

Operating confirmed

The exact location and current whisky-distillation activity are supported by operator, government or comparable official evidence.

Licensed site — operation unconfirmed

A relevant licence record exists, but the available official evidence does not establish current whisky distillation at that address. This status is not a negative quality judgement.

Officially announced / under construction

An official source describes the project, but the evidence does not support treating it as operating on the verification date.

Former licensed site — relocated

An official source supports relocation to another manufacturing address. The former site remains in the audit trail but is excluded from the current operating count.

Editorial hold

A record may have operating evidence yet remain unpublished if the public name, licence entity, address, source link or risk of confusion is unresolved. No unresolved editorial hold remains. A resolved record still carries its disclosure whenever the public label is editorial, addresses have different roles, or an operator link is intentionally omitted.

Excluded trial licence

A university trial licence is retained internally for traceability but excluded from the public distillery atlas.

Publication controls

Every public row must include:

• a stable record ID;
• prefecture and recorded site name;
• operator as stated or “Not stated in source dataset”;
• registered address in Japanese;
• public status;
• official evidence URL;
• last verification date.

The atlas does not use an aggregate rating, Bacchus Global ranking or cross-competition score. Awards, logos, product images and links to commercial product references remain separate review items.

Japanese whisky product standard

Site status is separate from product labelling. The JSLMA voluntary standard sets requirements for ingredients, Japanese production, distillation strength, cask size, maturation period, bottling location and bottling strength. A confirmed operating site does not establish that every product linked to it meets that standard.

Update policy

• Licence data: Check after National Tax Agency updates.
• Operating status: Review quarterly or when an operator publishes a material change.
• Planned sites: Review the announced opening window and again after it passes.
• Relocations and closures: Record both the former and current address where official evidence permits.
• Full audit: At least annually.

Changes require a source URL, retrieval or verification date, address-level comparison and editorial review. A record is not upgraded from an unanswered inquiry alone.

Corrections and uncertainty

Uncertainty is shown rather than silently resolved. When official sources conflict, the record stays on hold or remains unconfirmed until the entity, address and activity can be reconciled. Operator replies are stored as evidence only when the sender and scope can be documented.

Editorial and legal disclosure

Bacchus Global is an alcohol-industry business. The atlas is an informational reference, not a purchase or consumption guide. Public copy excludes prices, stock, discounts, scarcity claims, purchase prompts, drinking instructions and consumption scenes. Thai legal review is required before WordPress publication, product linking or activation of the awards module.
